Build a file for one authority and one academic year

Start with the regional body serving your institution and campus. The examples below concern evidence and cash flow using 2026/27 materials checked on 29 September 2026. They do not announce a new application opportunity or establish 2027/28 requirements.

Create a cover sheet naming the authority, academic year, course level, first-year or continuing status, citizenships, household residence and countries containing income or assets. Keep your scholarship application separate from the university’s tuition-reduction process unless the institution explicitly combines them. Record the document and application deadlines independently.

Choose the financial route before requesting certificates

Citizenship and the location of family resources are different questions. ER.GO says an international applicant whose family resides and has income and assets only in Italy can use an ISEE certificate. For overseas resources, its guidance requires documents from the authorities responsible for the territory where those resources arise, followed by the applicable translation and authentication.

EDISU separately addresses international households with some or all resources abroad. Its protection-status provisions use a distinct household and evidence route, including a university ISEE and status documents. Someone with family members in several countries should map every relevant person and country instead of assuming the passport country supplies the entire file.

Resolve independence and reference years first

Under EDISU’s 2026/27 article 6, ordinary independent-student status requires both at least two actual years living outside the family home in accommodation not owned by family and qualifying personal income of at least €9,000 in each of 2024 and 2025. Moving for university alone does not establish independence. Married, protection-status and doctoral cases have separate provisions.

For EDISU’s 2026/27 foreign-document assessment, non-EU applicants use 2025 income and EU applicants use 2024 income. Property evidence uses 31 December of the relevant year. For bank and other movable-asset certificates, Annex E also permits the relevant annual average as an alternative to the year-end balance where stated. Income must cover the whole calendar year, gross and in local currency; a fiscal-year certificate spanning two calendar years does not fit. These are EDISU categories, not an Italy-wide rule.

Create four evidence folders, including zero-income cases

Use DSU Toscana’s 2026/27 non-EU document list as a concrete example of the questions your file must answer. It asks about family composition, adult members’ gross income during 2025, property at 31 December 2025 with floor area, and relevant financial assets. It also sets out evidence for particular family circumstances and adults without income.

  • Household: identify each member; add official evidence explaining divorce, death, guardianship or other relevant changes.
  • Income: obtain the requested annual evidence for each relevant adult. Where Tuscany’s stated alternatives apply, use the permitted employer certificate or complete payslip evidence.
  • No income: document the reason through the accepted student, unemployment or household-status evidence; do not leave an unexplained blank.
  • Property and savings: record the required owner, valuation date, floor area and financial accounts. An Italian account held by the student may also need evidence.

Check the issuer before paying for translation

Track each document’s issuer, reference period, language, authentication, format and completion date. Give the issuer the exact period and names needed; inspect the result before paying for translation.

EDISU’s Annex F gives country-specific guidance; its India entry says documentation varies by state and directs applicants to their local authorities. That does not validate a single nationwide certificate template. ER.GO’s territorial rule also matters where a parent works outside the family’s home country: record that income in the country where it is produced.

Submission is more than an upload button

EDISU’s international page distinguishes EU applicants uploading documents online from non-EU applicants sending the required consular documentation by tracked post or courier. Applicants without SPID or CIE have a temporary access-code route. Save both the online application receipt and any delivery evidence.

Tuscany’s current instructions require the application receipt, identity copy and applicable original documents to be posted; originals are not returned. Its limited unchanged-circumstances exemption concerns qualifying previous scholarship winners continuing the same study cycle. Moving from a bachelor’s degree to the first year of a master’s requires fresh documentation. Do not borrow a continuing student’s exemption for your first application.

Read the payment schedule for your precise course year

ER.GO distinguishes meeting eligibility requirements from being assigned a scholarship. An inactive university record can leave the position suspended. Resolve the stated condition with the responsible office; a promising ranking is not permission to spend the annual award.

A dated example shows why the distinction matters. ER.GO’s 2026/27 schedule for eligible first-year first-cycle or single-cycle awardees sets 20% for payment by 10 November 2026 if enrolment is regular by 17 October. Regularisation from 18 October to 17 November moves that part alongside the next 30% instalment, scheduled for payment by 31 December. First-year master’s awardees have 50% scheduled for payment by 31 December if enrolment is regular by 17 November 2026. These dates concern payment processing, not guaranteed bank receipt. The percentages exclude increments; service deductions, suspended conditions and later merit rules also apply.

Work out the cash you need before payment

Make a month-by-month budget using money you can actually access. Enter travel, temporary accommodation, rental deposit, first rent, enrolment charges, permit and insurance costs on their payment dates. Add groceries, transport and phone costs through your chosen delay scenario. Subtract only confirmed money available by each date; keep an unawarded scholarship at zero.

Test whether you could cover January rent if an expected December payment slipped. This is a planning exercise, not a prediction. If the balance turns negative, identify the funding gap before committing to a lease.

After an award, replace assumptions with the actual cash instalments and housing or meal benefits. Keep those services separate from money available to pay rent. Add reminders for the required credits, account details and any unresolved enrolment condition so that the funding plan remains usable throughout the year.
