Start an arrival record on day one

Write down your actual entry date, Italian address, university appointment and insurance end date. Make one folder for originals and a second for scans and receipts. Arrange university enrolment and immigration tasks in parallel: waiting for one office to finish can consume another deadline.

The permit steps below concern the ordinary route for a non-EU student arriving with a type D study visa. EU citizens follow municipal registration arrangements for longer stays; Bologna distinguishes temporary registration from transferring residence. Students already holding Italian status or using an EU mobility arrangement should have the university identify their route before starting a new permit application.

Turn admission into active student status

Your offer and visa do not complete enrolment. Work through the university’s remaining payment, identity and qualification checks. Bologna’s 2026/27 instructions for non-EU first-cycle and single-cycle students require the international student office appointment, original qualification documents, passport and permit-application receipt. Once the checks are complete, the office activates the student record and the enrolment certificate becomes available.

Keep a list of anything still outstanding, who must receive it and the promised delivery date. Ask the office which document can support your permit application while the final certificate is pending. Bologna allows the Universitaly pre-enrolment summary initially, followed by the enrolment certificate sent to the Questura by certified email and brought to the appointment. That is a local procedure, not permission to omit the certificate permanently.

Submit the permit application promptly

The national immigration portal states eight working days after entry for the residence-permit request. Obtain the yellow postal kit and use an authorised Sportello Amico post office. A participating municipality or patronato can help complete it free of charge. Bring the completed application in an open envelope, your passport and the required copies; follow the study-specific and local document checklist.

The national university-study page identifies Modulo 1. Use the physical kit or the supported application service rather than submitting an unofficial online template. Bologna’s supporting pack includes study evidence, health cover, passport pages, financial evidence and accommodation evidence. Keep originals for inspection and use an address where official mail will reach you.

  • Save the postal application receipt and its tracking codes; photograph it and keep the original safe.
  • Record the Questura appointment. If no appointment is available at submission, the national portal says a later registered letter can provide it.
  • Bring the originals and appointment documents requested for fingerprinting, including the required photographs.

Budget for the permit and the follow-up

For the ordinary permit lasting over three months and up to one year, the official cost table lists €16 for the revenue stamp, €30.46 for card production, €40 as the permit contribution and €30 for postal submission: €116.46 altogether. Photos, photocopies and any separately required stamped university certificates are additional. Different permit categories or exemptions can change the calculation.

Send the receipt to the university through its stated channel, then provide the issued card when available. Record its actual expiry date. The application receipt does not promise when the card will be ready.

Get an official tax code through the route offered to you

The codice fiscale supports rental, banking, healthcare and university payment procedures. A code generated inside a university application account is not necessarily an officially assigned code.

Bologna’s direct Revenue Agency appointment route covers EU citizens and citizens of Norway, Iceland, Liechtenstein, Switzerland and San Marino. Students covered by its other non-EU route can use the free International Welcome Desk app service, a consulate offering the service, or the Questura during fingerprinting; Bologna says this group cannot apply directly at a Revenue Agency office. These are Bologna procedures: check the route offered by your own university and local office.

  • For Bologna’s IWD route, register your passport details exactly, upload identity and university-affiliation evidence, wait for profile validation, then submit the tax-code request.
  • Retain the official certificate and use the same personal details in your university, bank and health records.

Complete healthcare registration, not only payment

Maintain valid cover from arrival. Bologna’s non-EU guidance permits suitable private insurance or National Health Service registration. For voluntary student registration, it currently quotes a minimum €700 per calendar year; shorter stays do not receive a proportional reduction. That student minimum is not a family price or a universal rate for every income situation.

An autumn arrival crosses two calendar years. Bologna allows separate payments for the current and following year, with the later year activated through the local health office. Payment alone does not activate cover: complete registration and choose a general practitioner. Its checklist includes passport, official tax code, enrolment certificate, payment and permit-application receipts.

EU students with a valid EHIC have a different entitlement route for medically necessary care, with possible local patient charges. Private policies may require you to pay first and claim reimbursement. Keep the insurer’s claims contact and coverage dates accessible.

Collect housing evidence while you settle in

Ask for housing documents when you receive the keys. Bologna lists a residence administrator’s booking declaration for a student hall, a signed registered lease naming the tenant for rented accommodation, or the applicable filed hospitality notification. For a free stay with friends or relatives, the hospitality route requires identity documents and proof that the notification reached the police.

The Revenue Agency says leases exceeding 30 days in total during the year require registration, normally within 30 days of signing or the earlier start date. Ask who will register your lease and obtain the registration evidence. Keep your deposit receipt, signed agreement and a dated condition record together; scholarship housing evidence may have additional requirements.
