Establish Muscat's responsibility for your application
This guide is for applicants living in Oman who need a German national study visa. It is not a route for visiting Oman to find an appointment. Responsibility follows ordinary residence, while citizenship can affect the visa requirement. Begin with the official Visa Navigator if your passport category is unusual.
Muscat's student checklist asks non-Omani applicants for a valid Omani resident card. Record its expiry date alongside your passport validity and intended travel dates. The embassy publishes a specific rule for Afghan applicants: habitual residence in Oman, including at least six months before scheduling an appointment, without entry solely to apply. Do not turn that nationality-specific notice into a blanket rule for every resident.
Start the study application in CSP
The live official study page at digital.diplo.de/studium was checked on 29 September 2026: selecting Oman displays Muscat as the responsible mission and enables Apply Online Now. Use that route, create your account and follow the study questionnaire. Select your actual purpose, including any preparatory course, and upload the documents requested for that category.
Send the application for preliminary review, respond to corrections and use the appointment instructions provided afterwards. Keep the distinction clear: online filing and preliminary review are followed by an in-person appointment and a decision. Your account can display the application status; a successful preliminary check is not an approval.
Understand the older Muscat instructions
Muscat's national-visa page still carries a 2 February 2021 date and describes VIDEX printouts and submission at the embassy. That older text should not hide the study route now available in CSP. Follow the current portal's form and appointment instructions; use the local checklist to prepare supporting evidence and resolve any conflicting request with the embassy.
The local page identifies the German Embassy in Muscat as the national-visa submission point and says VFS cannot receive these applications. Do not copy an India VFS appointment plan into an Oman application. If the portal gives you different case-specific instructions, retain them and follow the assigned venue.
Prepare academic, identity and language evidence
Muscat's checklist covers passport, photographs, admission, academic records, CV, motivation and language evidence. It requests certified German translations for documents outside German or English and originals with apostille/legalisation for relevant certificates. Check the treatment of each issuing country and the personalised request before ordering authentication.
For Indian-issued public documents, the Apostille Convention does not apply between India and Germany, and Germany does not legalise these documents. Follow the specific verification request instead. The companion MEA guide explains this exception.
Keep a document register with four columns: requested item, issuing authority, current version and any translation or authentication needed. Scan every page clearly and retain the original. Where an admission letter is conditional, make the remaining condition visible rather than uploading only its first page. Separate visa evidence from any additional documents your university requires for enrolment.
Check APS using your education history
An Omani residence card does not determine whether APS India applies. APS identifies the issuing educational institution, rather than nationality, as decisive. If your relevant qualifications are Indian, check its procedure and any exemption; if they are from another system, do not order APS India merely because you hold an Indian passport.
For mixed schooling, overseas campuses or multiple degrees, list the awarding institutions and qualifications before checking the APS quiz and university requirements. Keep any written clarification with the application evidence.

Prove living costs and plan tuition separately
For commencing studies, CSP states €992 per month; Muscat's checklist gives €11,904 for a year. The account confirmation must show both the deposited amount and the monthly availability. A formal declaration of commitment is another listed route; the portal also describes scholarship evidence. Tuition and preparatory-course charges require additional financial provision where applicable.
Compare provider charges and access conditions before opening a blocked account. The Foreign Office lets applicants choose a provider and says the required sum depends on the purpose and duration. Keep cash-flow planning separate from the visa minimum: rent deposits, travel and initial purchases may fall due before your first monthly release. Do not describe a transfer instruction as a completed funding confirmation.
Prepare for the appointment, insurance and fee
Bring the confirmation and the originals requested through your application. Muscat's appointment guidance requires each applicant to have an appointment and attend personally, with passport details entered accurately. Booking itself is free.
Muscat states the €75 fee is payable in cash in Omani rials at the current exchange rate. National-visa reductions and exemptions can apply. Its checklist also explains that student statutory insurance can start after arrival and enrolment; arrange suitable cover for any preceding period, and check long-stay exclusions. Follow the request in your case for when to provide it.
Allow time beyond the published processing estimate
Muscat's checklist says processing normally takes at least four weeks and may take longer. That is not a guaranteed total from your first portal visit. Build separate time allowances for document preparation, preliminary review, the appointment and the decision.
Save the university's latest arrival and enrolment requirements, monitor your account and respond to requests promptly. Avoid a travel commitment that depends on approval by an assumed date. Once issued, check the visa's dates and details before travelling. This guide was checked on 29 September 2026; your personalised portal requests remain essential to the final document list.
