Start with residence and the correct authority

This guide covers non-EU applicants legally resident in Oman who need a national type-D visa for university study exceeding 90 days. Muscat’s consular territory covers all Oman. Indian citizenship does not, by itself, make an Indian visa centre the right place to apply. If your Oman residence is expiring or you have moved countries, establish which mission will accept your application before arranging travel.

The Italian Embassy’s study page directs applicants to submit there and request an appointment at visti.mascate@esteri.it. This is an Embassy process. Omani ministries may authenticate educational documents, but they do not issue Italy’s visa. VFS operates in Oman for other visa services; the study-specific Embassy instruction is the relevant route here.

Request an appointment with a clear case summary

Email the Visa Office with your identity, nationality, Oman residence status, university, programme, intended course dates and Universitaly status. These details are a practical way to explain your case, not a separately published mandatory email template. Ask for the current submission instructions and keep the reply with your application records.

Appointments are free, availability is limited and booking does not ensure a visa. The Embassy identifies national-visa fingerprint collection as mandatory from 11 January 2025. Prepare to attend personally and follow the appointment’s instructions. For academic-document and DoV enquiries, use the separate Consular Section address, consolare.mascate@esteri.it.

Complete Universitaly and check your real deadline

Visa-related university pre-enrolment goes through the official, free Universitaly portal. University validation supports the application; it does not guarantee an appointment or approval. Use your institution’s current requirements for admission and foreign-qualification assessment.

For ordinary degree courses, the national outer visa-application dates are 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28. Universities can set earlier dates. Other course categories have different timing provisions. Record the deadline for your exact programme instead of treating the national outer date as permission to arrive late.

Use the national form and reconcile the older checklist

The Embassy study page links a free National Visa Application (D) PDF. Complete and sign that form according to the appointment instructions. Its university checklist remains a 2024 file and mentions an online e-application and consular pre-enrolment. Those older references need clarification; they do not replace the current Universitaly procedure. Send the Visa Office the conflicting links when requesting confirmation.

Use that local checklist to prepare identity and residence evidence, university acceptance, language evidence, accommodation, travel plans and insurance. It asks non-Omani applicants for an Oman residence-permit copy. Its insurance specification is at least €30,000 for emergency hospitalisation and repatriation throughout Schengen. Download the full checklist for document formats and housing alternatives.

Keep visa evidence separate from academic acceptance

The current national visa circular calls for qualification comparability and authenticity evidence: CIMEA comparability and verification, or a DoV with appropriate authenticity evidence where the DoV does not itself confirm verification. A university’s academic assessment and the visa document review serve different purposes. Confirm which evidence your file needs.

Muscat issues DoVs only under its published conditions, including an explicit university requirement for DoV rather than CIMEA and an eligible qualification issued in Oman. Its document page explains originals, translations, Omani authentication and the enquiry process. An Indian or British curriculum studied in Oman needs particular care: the Embassy’s Form A explains that the responsible qualification authority can follow the education system, rather than the student’s residence.

Show reliable funds and budget beyond the minimum

The 2026/27–2027/28 national university-enrolment rules specify €10,179.85 annually for subsistence, from lawful, traceable resources. The mission examines their origin and availability. A regional-scholarship application or eligibility finding without an award confirmation does not count as awarded support.

Muscat’s published checklist requests six months of personal and parental bank statements issued within the preceding week, employment or business-income evidence, parental support declarations and proof of any awarded grant. Confirm how these local formats apply to your sponsor. Housing and return-travel costs can require additional provision; the annual subsistence figure is not a complete study budget.

Pay the period-specific fee and preserve your records

Muscat’s schedule for 1 July–30 September 2026 lists the national study fee as €50, converted to OMR 22.400. It warns that the local amount can change with exchange rates. Recheck the schedule for an appointment from 1 October onward and confirm the payment method with the Embassy.

Keep the appointment reply, checklist version, submitted evidence and payment receipt together. Tell your university promptly about a documented delay and obtain its guidance on the latest acceptable arrival date.
