United Arab Emirates

Local universities and international branch-campus education.

Open country chapter in the book (printed p. 88)

The UAE combines federal institutions, local private universities and international branch campuses. Degree-awarding arrangements and accreditation attach to the particular provider and programme. Dubai and the other emirates also have different campus and housing markets; branch-campus tuition is set locally.

Study and admission

Institutions, Awards and Entry

Federal accreditation, international campuses and qualification-specific admission.

Institutional and programme status

The Commission for Academic Accreditation records licensed institutions and accredited programmes in separate registers. Providers include public and private universities, specialist colleges and overseas campuses. A current institutional licence establishes the provider’s status; the programme register identifies accredited awards. Overseas branding alone does not establish federal programme accreditation. Because the registers retain historical and inactive entries, the relevant record is the active institution and programme at the intended campus.

Official references

Dubai branch-campus regulation

Dubai’s Knowledge and Human Development Authority regulates higher education provision in its free zones. Its framework includes the University Quality Assurance International Board, which assesses international branch provision against the home institution, and a route based on Commission for Academic Accreditation licensing and accreditation. These arrangements distinguish permission to operate, quality assurance of a branch and accreditation of individual qualifications. A Dubai location therefore does not establish a single regulatory status for every provider. The awarding university, UAE teaching institution and relevant programme are separate elements of the record.

Official references

School qualifications and selection

Universities publish entry requirements for different school systems, including UAE secondary certificates, British qualifications, American diplomas and the International Baccalaureate. Khalifa University identifies mathematics and programme-specific science requirements and requires equivalency documentation for private UAE schools and international schooling systems. Its shortlisted applicants take internal admission tests unless an academic exemption applies. The national higher-education registration service has a defined citizen and Emirati-mother eligibility category. International applicants outside that category use the institution’s applicable admissions route; expatriate residence does not convert an application into the national category.

Official references

Professional and specialist degrees

Specialist degrees have distinct academic structures and selection procedures. Mohammed Bin Rashid University of Medicine and Health Sciences offers a six-year undergraduate Doctor of Medicine with basic-science and clinical phases. Its admission process includes a science-based entrance examination followed by multiple mini interviews for selected candidates. It also publishes a separate graduate-entry medical programme. At the postgraduate level, Mohamed bin Zayed University of Artificial Intelligence requires a relevant preceding degree and uses screening examinations and selected technical interviews. These examples do not constitute a common national admissions examination.

Funding and Campus Conditions

Tuition commitments, funding categories, residence sponsorship and campus geography.

Published charges and commitments

Tuition is published by the institution and programme. Mohammed Bin Rashid University’s undergraduate Doctor of Medicine page lists annual tuition of AED160,000, a non-refundable application charge of AED1,000 plus VAT, and an AED10,000 seat-reservation payment credited against the first-semester instalment after enrolment. These are a medical-programme example, not a UAE fee scale. At Mohamed bin Zayed University of Artificial Intelligence, the Master in Applied Artificial Intelligence is a 34-credit, fee-based programme with published total tuition of AED170,000 and no university- or faculty-sponsored funding.

Official references

Scholarship applicant categories

Scholarship eligibility can depend on citizenship, degree level and the location of previous schooling. American University of Sharjah distinguishes the President’s Scholarship for applicants schooled outside the UAE from its Chancellor’s route for applicants schooled within the country. Khalifa University publishes several postgraduate funding categories with different benefits, including a combined master’s–doctoral scheme restricted to UAE nationals. These are separate classifications from academic admission. A resident expatriate, an overseas applicant and a UAE national can therefore have different funding options even when applying to the same university.

Official references

Graduate research funding

Mohamed bin Zayed University of Artificial Intelligence’s published Fall 2027 model treats MSc students as fee-paying unless they secure qualifying funding. Merit-based funding may be considered during admission. Faculty-sponsored research or teaching assistantships can provide support; the approved government-scholarship route is for UAE nationals. Doctoral students receive central support in year one while matching with an adviser, with later funding dependent on an adviser match and satisfactory progress. Funded benefits include tuition, stipend, health insurance and specified travel and residence support. This model separates funded research appointments from an unconditional scholarship for every admitted master’s student.

Official references

Residence and campus geography

The UAE government describes student residence under the sponsorship of a resident parent or an accredited university or college. Immigration sponsorship is distinct from an academic place and from a scholarship. Teaching locations are also geographically distinct: Birmingham’s Dubai campus is in International Academic City, Heriot-Watt’s is in Knowledge Park and Rochester Institute of Technology’s is in Dubai Silicon Oasis. American University of Sharjah separately provides residential halls and campus services in Sharjah. These locations identify different accommodation and commuting arrangements within the wider UAE university sector.

Entrance and language assessments

Emirates Standardized Test (EmSAT)

Applies to: Former national Grade 12 testing requirement

The federal authorities cancelled the mandatory Grade 12 EmSAT requirement. Universities set their own admission criteria; some published institutional policies still accept existing EmSAT scores. It is not a universal current entrance requirement for UAE higher education.

https://www.wam.ae/en/article/b60yota-moe-mohesr-cancel-emsat-exam-for-grade-students

International English Language Testing System Academic / Test of English as a Foreign Language (IELTS / TOEFL)

Applies to: Institution-specific English evidence

American University of Sharjah lists IELTS Academic 6.5 or TOEFL iBT 4.5 on the new scale, previously 80, for booking English placement. Its language evidence does not automatically exempt the separate mathematics or physics placement requirements.

https://www.aus.edu/node/72176

SAT Mathematics (College Board)

Applies to: Supplementary evidence at Khalifa University

The current undergraduate page identifies a mathematics score of 700 as a preferable result that strengthens an application. It is not presented as a universal UAE requirement or an automatic offer.

https://www.ku.ac.ae/undergraduate-admissions

Khalifa University Admission Test (KUAT)

Applies to: Shortlisted Khalifa University undergraduate applicants

Internal tests assess mathematics and relevant science readiness. Outstanding academic performance can qualify for an exemption. The mathematics test informs admission and does not itself exempt degree-level mathematics courses.

https://www.ku.ac.ae/undergraduate-admissions

American University of Sharjah placement tests

Applies to: Admitted undergraduates, according to intended major

English, mathematics and physics placement determine initial course levels. Mathematics and physics requirements depend on the major. These tests take place after an admission offer and are separate from the school qualification.

https://www.aus.edu/node/72176

MBRU Admissions Test and Multiple Mini Interviews (MMI)

Applies to: Mohammed Bin Rashid University undergraduate Doctor of Medicine

The entrance test assesses secondary-school biology, chemistry, physics and mathematics. Selected candidates progress to timed interview stations assessing non-academic competencies. The published medical route requires English-test evidence irrespective of native language or previous teaching medium.

https://www.mbru.ac.ae/programs/doctor-of-medicine-md/

MBZUAI graduate screening examination

Applies to: Mohamed bin Zayed University of Artificial Intelligence graduate applicants

The examination assesses relevant foundational mathematics and programming; doctoral screening also includes machine learning and core computer science. A subset of candidates receives a technical interview. This is a university-specific selection procedure.
