Türkiye

State and foundation universities with language-specific routes.

Open country chapter in the book (printed p. 264)

Study overview

Türkiye has state universities and non-profit foundation universities. Programmes are offered in Turkish and other languages, including English. A preparatory language year can precede degree study. International selection may use accepted school qualifications, examinations or both, under the university’s published criteria.

Study and admission

Institutions and degree routes

State and foundation universities offer Turkish- and English-language routes, with separate international admissions arrangements.

State and foundation institutions

Türkiye’s Council of Higher Education, known as YÖK, coordinates the national higher-education system. The principal ownership categories are state universities and foundation universities established through non-profit foundations. The latter are often described internationally as private universities, but their statutory category is a foundation institution. Both appear in the Council’s official Study in Türkiye directory. Universities may contain faculties, graduate schools, vocational schools and specialist institutes. A university’s institutional recognition does not make every qualification an English-taught programme or remove professional licensing requirements.

Duration and qualification levels

Associate degrees normally take two years; bachelor’s degrees normally take four. Medicine takes six years, while dentistry and pharmacy normally take five. Postgraduate routes include master’s degrees and doctorates, with thesis and non-thesis master’s structures serving different purposes. A preparatory language year can increase the total time spent at university without changing the nominal length of the academic degree. International admission to a four-year English-taught bachelor’s can therefore be followed by language preparation before the student begins first-year departmental modules.

How subject choice can be organised

Turkish institutions include comprehensive universities, technical universities, health-focused providers and fine-arts institutions. Some organise undergraduate study around direct admission to a department; others allow subject choice after a common academic foundation. Sabancı University’s Foundations Development Programme, for example, introduces common university courses before students complete their chosen degree structure. Such flexibility is an institutional curriculum feature, not a national transfer entitlement. Engineering, management, social science and design programmes can therefore have different first-year structures even when their eventual degree duration is the same.

Official references

English preparation is a separate stage

Middle East Technical University teaches in English, but it does not require an English-proficiency score merely to submit an undergraduate application. At registration, an admitted student without acceptable proficiency evidence can take the university’s English examination. A student who does not meet the required standard attends the preparatory class. The university’s published policy no longer accepts IELTS examinations taken from 24 December 2022 onward. Acceptance of an English test at another Turkish university therefore does not establish acceptance at Middle East Technical University.

Selection, tuition and funding

International tests are only one part of selection; fee schedules distinguish the university, subject and year of entry.

International selection is institution-specific

The Examination for Foreign Students for Higher Education in Türkiye, known as TR-YÖS, is administered by ÖSYM, the national assessment, selection and placement centre. Universities determine how it fits their international admissions. Middle East Technical University accepts specified national or international qualifications and publishes minimum application criteria; an eligible score establishes the right to apply rather than a guaranteed place. Its accepted entrance-examination results have a two-year validity rule, while school-diploma qualifications are treated differently. Programme capacity and the institution’s selection decision remain relevant after minimum eligibility is met.

Official references

A public-university fee example

Middle East Technical University’s 2026–27 schedule charges newer international-quota entrants USD 1,200 per semester for engineering, architecture and specified science degrees. Two regular semesters therefore total USD 2,400. The corresponding rate for listed economics, administrative-science, education and selected humanities or social-science programmes is USD 800 per semester. Payment is made in Turkish lira under the university’s stated conversion and minimum-fee rules. These figures apply to the named entry category and campuses; foundation-university prices and joint programmes follow separate schedules.

Official references

Ankara living costs: rent is included

Middle East Technical University’s June 2026 guidance estimates TRY 20,000–35,000 a month for an Ankara student sharing an apartment with a moderate lifestyle. The estimate includes accommodation. Its separate basic-expenses estimate, excluding accommodation, is TRY 8,000–15,000 monthly. These figures must not be added together as if they represented independent costs. The same guidance quotes a student bus or metro pass at TRY 400–600 per month and identifies the campus shuttle as free. Istanbul accommodation and private dormitories can follow substantially different price patterns.

Scholarship coverage has defined conditions

Türkiye Scholarships combines university placement with financial support that can include tuition, accommodation, health insurance, a Turkish-language course and a stipend, subject to the programme’s rules. University awards have different structures. Bilkent offers international applicants tuition waivers in 20-percentage-point increments from 20% to 100%; a limited number of full-waiver recipients may also receive accommodation support. Continuing the tuition award requires the prescribed course load and at least a 2.00 annual grade-point average on a four-point scale. Accommodation scholarships have a higher continuation threshold.
