Study and admission
Taiwan’s degree system
National and private universities sit alongside a large technical and vocational sector. Degree language and admissions status shape the available routes.
Academic and applied institutions
Taiwan’s system includes national and private universities, universities of science and technology, technical colleges and junior colleges. A bachelor’s degree normally takes four years, with different structures for particular professional or post-diploma routes. The ministry describes master’s study as one to four years and doctoral study as two to seven years. Those ranges are permitted study structures, not a promise of a specific completion date. The exact award and entry level are particularly significant for movement between the academic and technical-vocational sectors.
Subjects and regional provision
Technology applicants can compare engineering, computing, materials and applied programmes, while other institutions offer business, languages, design, agriculture, marine studies and health sciences. The official Study in Taiwan finder filters institutions and subject areas, including private and technical universities beyond the major national names. Laboratory access, practical placements and the actual teaching campus can distinguish similar programmes. Taipei, Taichung, Tainan, Kaohsiung and eastern Taiwan provide different settings. Department-level course information is more useful than assuming every university has the same international offer.
Chinese-medium and English-medium degrees
Programmes set their own teaching-language and proficiency requirements, which must be described in the international admissions guide. TOCFL is a principal option for documenting Mandarin ability, while English-taught programmes may request IELTS, TOEFL or another accepted certificate. Required modules, assessments and practical placements can have language conditions beyond those suggested by a programme’s headline description. Mandarin centres can support preparation and daily communication, but a language-centre place is separate from a degree offer. Scholarship language rules can also differ from those of the university admitting you.
Admissions status
Taiwan distinguishes international students from overseas compatriot, Hong Kong, Macao and mainland student routes. Nationality, previous household registration and residence history can affect eligibility, so an overseas passport alone may not resolve the correct category. Current ministry regulations and institutional eligibility review establish the category under which an applicant can enter. Direct international admission typically uses institutional selection rather than the domestic examination pathway. Applications require the previous qualification, transcript, relevant authentication or translation and financial evidence specified for the intended degree and entry year.
Admission and student life
University admission, scholarships and immigration each have separate requirements. Language evidence and funding conditions do not always coincide.
Applications and assessment
Universities publish their own application windows, available departments, screening methods and language thresholds. Some offer more than one annual intake, but availability can differ by degree and department. Selection can involve a study plan, recommendations, portfolio, research proposal or an interview, including remote assessment where the institution provides it. Research-degree suitability also depends on available supervision and the language used within the laboratory. Scholarship deadlines run separately because funding and admission are distinct processes, often involving different offices, decision dates and supporting documents.
Tuition and scholarship coverage
Tuition and miscellaneous fees vary by institution, degree and subject. The Ministry of Education Taiwan Scholarship can cover eligible tuition and miscellaneous expenses up to NTD 40,000 per semester, with a monthly allowance of NTD 15,000 for undergraduate students or NTD 20,000 for postgraduate students. Costs beyond the award’s limits and excluded items remain important. University admission requires a separate application, while the overseas mission administers its current scholarship selection. University awards may offer different reductions, conditions and renewal arrangements from the government scheme.
Residence, insurance and housing
Dormitory allocation, application dates and vacation occupancy are governed by institutional rules, and an admission offer may not guarantee a room. Private renting adds deposits and utility arrangements that are easy to overlook in a tuition-only comparison. International students complete visa and Alien Resident Certificate procedures, with medical coverage needed from arrival. The university can advise on the transition to National Health Insurance when eligibility is met. Transport, meals, course materials and any required health examination contribute to the first-year cost.
Work and professional plans
Student employment requires the relevant work permit and remains subject to the limits and conditions attached to the student’s status. A placement included in a degree does not establish unrestricted permission for outside employment. Internship supervision, insurance and any workplace Chinese requirement belong in the programme’s practical-training information. Professional careers involve destination-country recognition and licensing requirements beyond the university’s academic admission process. A university’s inclusion in the official institution finder confirms a useful starting point, not automatic eligibility for professional registration abroad.
Entrance and language assessments
TOCFL
Applies to: Mandarin-language evidence where required
The Test of Chinese as a Foreign Language measures Mandarin proficiency for non-native speakers. Required levels and skills depend on the programme or scholarship; it is not a universal academic entrance examination.
IELTS / TOEFL
Applies to: English-taught or specified international programmes
International English Language Testing System and Test of English as a Foreign Language results may support English-taught admission. Universities set scores, validity and waivers; scholarship language conditions may differ.
University interview / document review
Applies to: Direct international admission
Universities publish their own screening procedures. A study plan, recommendations, interview or research proposal may be required without a national written entrance test.
Portfolio / audition / subject assessment
Applies to: Departments specifying specialist selection
Artistic, design and other specialist programmes can add practical evidence or departmental examinations. Assessment requirements are published for the particular international intake.
GSAT / AST
Applies to: Applicants using Taiwan’s domestic admission system
The General Scholastic Ability Test and Advanced Subjects Test serve domestic academic admission routes. Direct international admission follows separate institutional procedures, determined by the applicant’s eligible admissions category.
Scholarships and funding routes
Ministry of Education Taiwan Scholarship
Support: Tuition and eligible fees up to TWD 40,000 per semester, plus TWD 15,000 monthly for undergraduates or TWD 20,000 for postgraduates. Maximum periods are four, two and four years respectively; the overall scholarship limit is five years.
Eligibility: Foreign nationals with a school diploma or higher and strong grades. ROC nationals, overseas Chinese, exchange and same-level repeat applicants are excluded. Existing Taiwan students qualify only when graduating that year to pursue a higher degree.
Application: The relevant Taiwan overseas mission assesses scholarship applications; university admission requires a separate application.
Conditions: Charges above the tuition cap remain payable. Other Taiwan government or institutional awards are generally excluded, apart from permitted university tuition-gap subsidies.
Huayu Enrichment Scholarship
Support: TWD 28,000 per month for approved two-month summer courses or study periods of three, six, nine or twelve months.
Eligibility: Foreign applicants aged at least 18 with secondary education or higher and strong academic records. ROC passport-holders, overseas compatriot students and people already studying Chinese in Taiwan are excluded.
Application: Applications go to the overseas office responsible for the applicant’s nationality, with proof of an application to a university-affiliated Chinese language centre.
Conditions: The award funds language study rather than a degree. Previous Taiwan degree students and former HES, Taiwan Scholarship or TUSA recipients are excluded under the published rules; concurrent government or institutional funding is restricted.
Taiwan International Graduate Program stipend
Support: Admitted TIGP students receive a tax-free TWD 40,000 monthly stipend in the first year. Satisfactory performance can extend it for one further year.
Eligibility: Applicants need the prior degree required by their selected doctoral programme. Some programmes admit bachelor’s or master’s graduates; others require a master’s degree. Programme-specific academic and language standards apply.
Application: One TIGP programme may be selected through the central online portal, with transcripts, referees and the programme’s required language evidence.
Conditions: After the initial stipend period, further funding depends on the thesis adviser. The stipend is not an unconditional award covering the full doctoral duration.
NTU International Outstanding Graduate Student Scholarship
Support: Tuition waiver up to TWD 100,000, plus monthly support of TWD 8,000 for master’s students. Doctoral stipends are TWD 10,000 in Liberal Arts, Law, Social Sciences and Management, or TWD 15,000 in other colleges. Support extends up to year two of a master’s or year four of a doctorate, with renewal review.
Eligibility: Current international NTU graduate students before their second master’s year or fourth doctoral year; dual-degree students are excluded.
Application: The current-student system accepts transcripts or adviser evaluations, a recommendation and CV. The cited 2026 application period closed on 15 May.
Conditions: Advisers or departments provide stipends and may assign associated responsibilities. Administrative and credit fees, adviser fees, insurance, accommodation and internet are excluded from the tuition waiver.
