Public universities, regional funding and three-year first degrees.

Open country chapter in the book (printed p. 69)

Study overview

Italy’s university system includes public and private institutions, technical universities and specialist schools. The usual first degree is the three-year laurea, followed by a two-year laurea magistrale. Medicine is a six-year single-cycle route. Public fees can be linked to family financial circumstances.

Study and admission

Degrees and entry routes

Italy combines a three-cycle university structure with single-cycle professional degrees and specialist arts education.

The laurea and laurea magistrale

The laurea is a first-cycle university degree, normally requiring three years and 180 university credits. The laurea magistrale follows a relevant first degree and normally requires two years and 120 credits. Italian CFU credits correspond to ECTS credits. Single-cycle laurea magistrale programmes admit school-leavers to a combined course lasting five or six years in designated professions. Medicine, dentistry and some other regulated subjects therefore have a different structure from the three-year bachelor’s followed by a two-year master’s.

Official references

Professional and specialist awards

A master universitario is a professional postgraduate award, distinct from the laurea magistrale. It normally carries at least 60 credits. A first-level master admits holders of a first-cycle degree; a second-level master requires a second-cycle qualification. The title alone does not establish eligibility for doctoral admission. The wider system includes AFAM institutions for fine arts, music, dance and related fields, alongside universities and specialist higher schools. MUR’s registers distinguish state universities, recognised non-state universities and higher schools with special status.

Official references

Foreign qualifications

First-cycle admission normally requires a final secondary qualification obtained after at least twelve years of schooling and giving access to comparable higher education in its home system. At Bologna, applicants with ten or eleven years can satisfy the missing schooling requirement through specified completed university study or a qualifying foundation course. The original school qualification remains necessary. For a laurea magistrale, the university assesses the foreign degree and the previous curriculum; subject preparation, language competence and any selection procedure form separate admission requirements.

Official references

Admission and Universitaly

Universities decide whether a foreign qualification is suitable for academic admission. Non-EU applicants resident abroad who need a study visa also complete pre-enrolment through Universitaly, the ministry’s free official portal. University validation moves that application to the consular stage; it does not issue a visa or guarantee one. Diplomatic and consular authorities assess the visa application separately, including the required financial and other evidence. A university’s course application and the Universitaly pre-enrolment record are therefore distinct parts of the procedure.

Official references

Assessment and student services

Credits measure workload; course selection, fees and regional benefits follow separate administrative rules.

Credits and examinations

One university credit normally represents 25 hours of total student work, including classes and independent study. A full academic year normally carries 60 credits. Course examinations may be written, oral or a combination, according to the published teaching arrangements. Bologna records course results on a thirty-point scale, with 18 as the minimum pass mark and honours possible at the top of the scale. ECTS grading tables describe the distribution of awarded grades; a thirty-point mark is not itself a percentage.

Official references

Language and subject selection

Italian-language and English-language courses have different language evidence requirements. Bologna’s Italian-language admission procedure includes recognised B2 certificates, its own assessment and defined exemptions for the relevant applicant groups. CISIA tests provide subject-specific results that participating universities use under their own admission rules. CEnT-S replaced the English TOLC tests from November 2025. For Italian-taught medicine, dentistry and veterinary medicine, the open first semester leads to standardised subject examinations and a national ranking. English-taught medicine and dentistry retain a separate admission procedure.

Official references

Regional benefits

Right-to-study support is administered through regional schemes, separately from university admission. ER.GO’s published 2026/27 limits are ISEE €25,000 for household income and ISPE €50,000 for household assets. Scholarship amounts also depend on residence classification and academic progress. Financial evidence for households abroad follows the regional documentation rules. Catering conversions form part of the award amount, while the regional-tax refund is separate. Non-resident classification requires qualifying accommodation evidence; scholarship eligibility and allocation of a room in a student residence are separate decisions.

Official references

Campuses and course timetables

A university name can represent several teaching locations. Bologna operates campuses in Bologna, Cesena, Forlì, Ravenna and Rimini; the chosen degree determines where teaching takes place. Separate campuses can have their own departmental facilities and student services. Course catalogues identify the teaching site, language, credits and assessment arrangements for individual units. These details affect travel, housing and the shape of the working week. Regional accommodation services operate alongside university teaching, so admission to a degree does not include an automatic housing allocation.

Entrance and language assessments

TOLC

Applies to: Selected bachelor’s and single-cycle programmes using CISIA tests.

TOLC is the CISIA online test. CISIA is Italy’s inter-university testing consortium. Subject-specific versions support selection or additional learning obligations under each university’s rules. A test booking or score is not a university application.

https://www.cisiaonline.it/en/tolc/all-about-tolc/TOLC-rules

CEnT-S

Applies to: Selected English-taught bachelor’s programmes in science, engineering, economics and pharmacy.

The CISIA English Test–Sciences replaced English TOLC-E, English TOLC-I and English TOLC-F in November 2025. Participating institutions specify how they use the result; CEnT-S is not compulsory for every English-taught degree.

https://cisiaonline.it/en/cent/all-about-CEnT/all-about-CEnT

Open-semester subject examinations

Applies to: Italian-taught medicine, dentistry and veterinary medicine under the reformed national route.

The initial open semester covers biology, physics, and chemistry with introductory biochemistry. Standardised examinations and a national ranking determine progression within available places. Open first-semester registration does not guarantee continuation in the medical course.

https://www.mur.gov.it/it/news/lunedi-13072026/medicina-al-le-iscrizioni-al-semestre-aperto

IMAT / English medical admission test

Applies to: English-taught medicine and dentistry covered by the annual national admission decree.

A separate national selection route continues for English-taught courses. The ministry’s annual decree determines the eligible courses, places and examination arrangements; the Italian open-semester reform must not be applied to this route by assumption.

https://accessoprogrammato.mur.gov.it/2026/

Italian-language evidence

Applies to: Relevant applicants to Italian-taught programmes, with institutional exemptions.

B2 certification can satisfy specified language requirements. Bologna recognises defined certificates and operates its own assessment route; language clearance is separate from subject selection. CILS, CELI and other accepted certificates are evidence of proficiency, not a national university entrance examination.
