France
Universities, grandes écoles and specialist higher-education institutions.
Study overview
France’s degree structure commonly follows licence, master and doctorate. A licence usually takes three years and a master another two. Universities, grandes écoles and specialist schools have different selection and fee arrangements. English-taught programmes are available within a system where French remains a major teaching language.
Tuition / Year
2026/27 public fees: affected non-EU bachelor’s / master’s. PhD: EUR 398/year. Exemptions vary; CVEC and specialist/private-school charges are separate.
Living / Month
European Commission planning range. Paris private accommodation can raise expenditure; deposits, insurance and transport affect the total.
Typical degree length: Bachelor’s: 3 years
Master’s: 2 years
Medicine: 10–12 years incl. residency
Fields: Business; engineering; design; humanities; hospitality.

Study and admission
Degrees and academic routes
Universities, engineering schools and specialist institutions award different qualifications within the same higher-education system.
Licence, master and doctorate
The national degree sequence is licence, master and doctorate. A licence normally comprises three years and 180 credits; a master adds two years and 120 credits. Credits use the European Credit Transfer and Accumulation System, which measures learning workload rather than examination marks alone. Doctoral study centres on original research and normally follows a master’s degree. Admission to the next cycle is a separate decision: completing a licence does not create an automatic entitlement to every master’s programme.

Engineering: a regulated qualification
The diplôme d’ingénieur is a specific engineering qualification carrying master’s-level status. Its usual structure represents five years after secondary school, including either an integrated preparatory stage or entry after prior scientific study. The Commission des titres d’ingénieur, France’s engineering accreditation body, evaluates programmes authorised to award this title. Engineering schools offer routes in fields such as computing, civil engineering, energy and industrial systems. An English title containing ‘engineering’ is not, by itself, evidence that the course awards the diplôme d’ingénieur.

University, business school or arts school
Universities teach broad academic disciplines; specialist schools organise courses around professions and creative practice. A three-year bachelor universitaire de technologie, taught in a university technology institute, combines disciplinary study with professional training. Business schools offer bachelor’s, management and specialised postgraduate programmes, while art, architecture and design schools use their own course structures. France distinguishes national degrees and state-recognised academic grades from other institutional awards. Registration of a professional qualification in the national qualifications register is a different form of recognition from the national master’s degree.
Language and selection are programme-specific
French remains a principal teaching language, alongside a substantial catalogue of programmes taught wholly or partly in English. Language and academic selection are separate requirements. A French-language licence can require the French proficiency test associated with preliminary admission, whereas an English-language management programme may request an English test and a management aptitude score. HEC Paris, for example, accepts GMAT, GRE or TAGE MAGE results for its Master in Management selection. Those tests are requirements of that programme, not a national examination for all international students.
Applications and student costs
Residence-based application procedures, differentiated public fees and a large gap between Paris and smaller-city housing costs.
The country of residence changes the route
Études en France is the application and administrative platform used for residents of participating countries. India participates; Oman does not appear in the published participating-country list. An Indian passport therefore does not, on its own, determine that an applicant living in Oman follows the Indian procedure. Applicants outside the platform’s territory use the applicable university, national platform or embassy procedure. The distinction also depends on the level of study: first-year university entry, architecture and later-cycle admissions do not all use the same route.
First-year and postgraduate applications
For relevant non-European applicants outside Études en France, first-year university licence admission uses the demande d’admission préalable, or preliminary admission request. The Campus France office in Oman identifies the French Embassy route for this procedure. Selective schools and certain other programmes have their own admissions arrangements. At master’s level, the national Mon Master platform applies to eligible applicants and participating national master’s programmes; other cases follow institutional procedures. Academic transcripts, the qualifying diploma and language evidence perform different functions within these assessments.
Fees, waivers and visa funds
France’s 2026-27 public fees for affected non-EU students are EUR 2,902 for licence study and EUR 3,950 for master’s; doctoral registration is EUR 398. A May 2026 decree restricts institutional fee waivers, with protection for specified existing awards. An exemption needs confirmation for the student’s course and intake. Private schools set their own fees. Long-stay student-visa applications submitted from 1 August 2026 require resources of at least EUR 877.50/month. This minimum does not establish an adequate living budget, especially in Paris.
Housing, food and the first month
Paris has a markedly different rental market from many regional university cities. Campus France’s housing guidance gives approximately EUR 400 a month for a Paris room in a CROUS residence, the public student-services housing network, and at least EUR 800 for a private studio. Its budget guidance places monthly food spending around EUR 300. A rent figure does not include every arrival expense: deposits, insurance, transport and household setup are separate budget items. Public residence accommodation is allocated through an application process and is not an automatic part of university admission.
Entrance and language assessments
TCF for preliminary admission
Applies to: Relevant French-taught first-year university or architecture applicants
The Test de connaissance du français assesses French. The preliminary-admission route requires the relevant test format and written-expression component unless an exemption applies.
https://france-education-international.fr/en/test/tcf-tout-public?langue=fr
DELF B2 / DALF C1–C2
Applies to: French-language evidence and specified exemptions
Diplôme d’études en langue française (DELF) and Diplôme approfondi de langue française (DALF) are national language diplomas. B2/C1/C2 awards can exempt applicants from the preliminary-admission French test; programme standards may be higher.

IELTS / TOEFL or equivalent
Applies to: Institution-specific English-taught programmes
International English Language Testing System (IELTS) or Test of English as a Foreign Language (TOEFL) may establish proficiency. Accepted tests, scores and exemptions are set by the admitting institution.
https://www.hec.edu/en/master-s-programs/master-management/admissions
GMAT / GRE / TAGE MAGE
Applies to: Selected management programmes
Graduate Management Admission Test (GMAT), Graduate Record Examinations (GRE) or the French TAGE MAGE management aptitude test are accepted for HEC Paris Master in Management. They are not general university entrance tests.

Scholarships and funding routes
France Excellence Eiffel
Support: Monthly living allowance and specified travel, insurance and support services; master’s allowance is €1,200 from January 2026.
Eligibility: Foreign students nominated in priority fields. The published 2026 call sets maximum ages of 29 for master’s and 35 for doctoral candidates, with additional residence and prior-award restrictions.
Application: Nomination by the admitting French institution; Campus France does not accept direct student applications.
Conditions: Eiffel does not pay tuition. National-degree fee exemptions at public institutions follow the applicable French government scholarship rules.
Émile Boutmy Scholarship, Sciences Po
Support: Published terms checked 5 October 2026: bachelor’s tuition exemption in full or by €9,500; master’s tuition exemption of €18,500 annually for two years.
Eligibility: First-time non-EU applicants whose household does not pay tax in the EU, admitted to an eligible programme; exclusions include many dual degrees.
Application: Scholarship request forms part of the admission application’s financial-information section. Applicants from French secondary schools use the separate published procedure.
