Start with the exact certificate requested

A Maharashtra domicile certificate is not automatically an overseas student-visa requirement. Put it on your task list when a named institution, scholarship scheme or authority asks for it, and save that requirement. If an overseas checklist asks for proof of residence, clarify whether it means your current address, consular jurisdiction or a particular government certificate before ordering one.

Aaple Sarkar lists “Age, Nationality and Domicile Certificate” and “Temporary Residence Certificate” as separate services. The notified issuing officer for both is the Tahsildar, but their service periods and appeal arrangements differ. A temporary residence certificate should not be substituted for domicile without the receiver’s agreement.

Establish the basis of your application

Mumbai Suburban publishes a domicile-form page labelled as a 15-years-stay certificate. Maharashtra DTE’s scholarship FAQ also describes a domicile criterion involving birth in Maharashtra and/or at least 15 years’ stay. These sources are useful starting points, but they do not provide a complete, current statewide decision tree for every applicant.

Prepare a dated residence history and ask the competent Tahsildar which evidence applies if you were born elsewhere, studied abroad, moved between states, are a minor, or rely on a parent’s records. Do not assume an Aadhaar address or a parent’s certificate automatically establishes your own eligibility. The application should accurately explain your circumstances and the purpose for which the certificate is requested.

Gather evidence by category

Use the live service checklist rather than uploading every document you own. Satara’s official service page confirms separate identity, address, minor-age, residence-proof and self-declaration categories. Accepted examples include the following; the full checklist and the instructions for your application remain controlling.

  • Identity: one listed item, such as passport, PAN or Aadhaar.
  • Address: a listed supporting record, such as a utility bill, ration card or rent receipt.
  • Minor’s age evidence: listed options include a school-leaving or bonafide certificate.
  • Residence proof: the list names evidence from a Talathi, Gram Sevak or Bill Collector.
  • Self-declaration: use the required current format and complete the applicable fields.

Apply through the official portal or an authorised centre

Open the Aaple Sarkar service link below. Register or sign in, choose Revenue Department, then Revenue Services and the Age, Nationality and Domicile service. Review its checklist before continuing, complete the applicant details and upload the requested evidence. Save the submitted application and payment receipt.

The linked official procedure/checklist PDF is useful for preparation. Mumbai Suburban’s separate downloadable domicile-form listing is dated 6 April 2018: treat it as a district reference, and confirm acceptance before using that older paper form. Use the live application’s declaration or the format supplied by the responsible office rather than an unverified internet template.

An authorised Aaple Sarkar centre can assist with submission. Keep your application ID and check that the entered names, address, purpose and selected certificate are correct before the operator submits it.

Check the fee and allow time for scrutiny

The Aaple Sarkar domicile procedure PDF publishes a ₹20 fee. It should not be treated as a guaranteed total for every assisted application: Chandrapur’s official centre instructions publish ₹33.60 for this service and separate copying/printing amounts. Confirm the displayed charge and obtain an itemised receipt; do not label a private agent’s package as the government fee.

The notified domicile service period is 15 days, with the Tahsildar as designated officer. The first and second appellate authorities are the Sub-Divisional Officer and Additional Collector. Temporary Residence is separately listed at seven days. Start before the student-document deadline and respond promptly if scrutiny identifies missing evidence.

Track, verify and use the certificate for the right purpose

Track progress on Aaple Sarkar using the application ID. When issued, check the spelling, birth details and address against your supporting records, and retain the downloaded file. The portal provides certificate verification using its 18-digit barcode. If the application is delayed or rejected, keep the reason and receipt and use the applicable departmental appeal route.

For an overseas submission, separately confirm whether translation or authentication is requested. Issuance by the Tahsildar does not itself establish what a foreign recipient will accept. Neither an affidavit nor MEA processing should be added automatically to this state-certificate application.
