Study and admission

Institutions and qualifications

Recognised qualifications establish eligibility; institutions retain responsibility for course selection and admission.

University types

Universities combine teaching with research across disciplines; technical universities concentrate strongly on scientific and engineering fields. Universities of applied sciences, also called Hochschulen für angewandte Wissenschaften or Fachhochschulen, organise programmes around professional application, often including practical projects or placements. Colleges of art and music use specialist selection procedures. State and state-recognised private institutions appear in the Higher Education Compass. Institutional category describes the teaching structure, while the programme’s published curriculum establishes its actual subjects, practical components, qualification and language of instruction.

Degrees and state examinations

Bachelor’s degrees normally require 180 to 240 ECTS credits; master’s degrees normally require a further 60 to 120. Sixty credits represent a full year’s workload, including independent study and assessment. A master’s builds on an appropriate first degree, and admission can depend on particular modules or subject preparation. Programmes leading to the Staatsexamen follow a different structure: students study at a university, while state examination boards administer the final examination. The qualification title and examination regulations distinguish these professional routes from the bachelor–master sequence.

Official references

School entry and Studienkolleg

Undergraduate entry requires a recognised Hochschulzugangsberechtigung, or university entrance qualification. The overseas school certificate and any prior university study determine whether admission is general, restricted to related subjects, or dependent on further preparation. A Studienkolleg normally prepares students within a defined subject group before the Feststellungsprüfung. This examination establishes subject-related eligibility rather than an unrestricted entitlement to any degree. Studienkolleg teaching is generally in German, including preparation for some subsequent English-taught courses. Language evidence and selection for limited places remain additional requirements.

Official references

Applications and assessment

Application routes differ by university and applicant category. Some institutions receive applications directly; others use uni-assist for document evaluation. A VPD, or Vorprüfungsdokumentation, records the submitted certificates, their evaluation and the converted German grade for a particular university. Uni-assist normally takes four to six weeks to issue it, and the document is valid for one year. The applicant subsequently submits the VPD through the university’s own application process. The VPD evaluates credentials; the university’s separate decision determines admission to the chosen course.

Official references

Language and student costs

Language certificates, academic aptitude tests and document verification serve different purposes.

German and English teaching

The teaching language determines which language evidence a programme accepts. TestDaF and registered DSH examinations are established routes for German proficiency. English-taught programmes may accept an English test or qualifying previous study in English. Studienkolleg and language-preparation courses set their own entry conditions. The university’s rules specify accepted certificates and scores alongside the academic qualifications, prerequisite subjects and selection criteria needed for admission.

APS India and the dMAT transition

For summer 2027 and later master’s intakes, APS India requires dMAT documentation for specified previous degrees in engineering; commerce, accounting, finance or economics; or business and management. Exemptions cover APS registration or complete-document shipment before 29 June 2026, completed APS procedures, and confirmed exchange, double-degree or university-partnership programmes. Bachelor’s applicants are outside this requirement. Applicants may submit the other required APS documents first, but certification awaits the required dMAT result. Universities assess admission independently, including the recognition of previous qualifications.

Tuition and semester contributions

Tuition and semester contributions are separate charges. Baden-Württemberg charges affected non-EU/EEA students €1,500 per semester, subject to statutory exceptions. TUM’s scheme for affected new non-EU/EEA entrants normally charges €2,000 or €3,000 per bachelor’s semester and €4,000 or €6,000 per master’s semester; exemptions and waivers apply. Other institutions and student categories have different rules, and private providers set their own tuition. Semester contributions support student services and other local provisions; their amount and any transport component depend on the institution and semester.

Official references

Housing and student services

Studierendenwerke provide services beyond university teaching: residences, student restaurants, social advice, psychological counselling and support with childcare or financial difficulties. Housing is a separate service with its own application and allocation arrangements. Some organisations offer international-student packages combining accommodation with defined additional services. Health-insurance evidence is required for university registration, with treatment of existing overseas coverage depending on the applicable rules. Living expenses include rent, food, insurance, learning materials, transport and communication costs, even where the degree itself has no general tuition charge.

Entrance and language assessments

DSH

Applies to: German-language assessment administered under the registered university examination framework.

The Deutsche Sprachprüfung für den Hochschulzugang tests academic German. Recognition depends on an examination conducted under the national framework; the required level and any exemption form part of the receiving institution’s language rules.

https://www.hrk.de/themen/internationales/internationale-studierende-und-forschende/hochschulzugang-fuer-internationale-studierende/sprachnachweis-deutsch/

Feststellungsprüfung

Applies to: Applicants whose qualification requires the Studienkolleg or equivalent assessment route.

The examination follows a subject-group curriculum and establishes eligibility for related degree subjects. It is not required from every international applicant and is distinct from the entrance assessment used to select students for a Studienkolleg.

https://www.uni-assist.de/en/how-to-apply/get-information/studienkolleg-preparatory-course/

TestAS

Applies to: International undergraduate applicants where the university’s admission rules use this aptitude test.

The Test for Academic Studies assesses academic aptitude, with subject modules. Institutions can require it or use results in selection; it is not a universal national entry requirement. The relevant degree determines the required module and treatment of the score.

https://www.testas.de/en/teilnehmende/why-testas/where-is-the-testas-required

dMAT

Applies to: Selected APS India master’s applicants for summer 2027 or later.

The Digital Master Test applies to specified previous degrees in engineering, commerce/accounting/finance/economics, and business/management. APS online registration or complete-document shipment before 29 June 2026 creates a transitional exemption; completed APS procedures are not reopened. Confirmed exchange and university-partnership programmes are exempt. APS verification, recognition and university selection remain separate.
